Yeah, why does she get to keep all her powers? That would seem inconsistent (if I didn't have a very good reason I'm not sharing).
Can't blame Raye for running -- she doesn't have all three treasures, nor does she have the two stones just yet. If she wants to ensure she has the time to consolidate her powers and become the biggest bad in the history of the world, taking on three heroes in a potentially losing battle is not a great idea.
