Any game I've ever played in, there usually ends up being one or two people that take the leadership role. These are the people that talk to the kings, mayors, or anyone else that needs an "official" to talk to (someone that represents the parties in contractual matters).
On those times when more than one person naturally takes on the role, sometimes the two or three people work well together. More often, though, it leads to in-fighting and (sometimes) battles.
Those are the most fun to watch.
