Okay, so back in the day France was actually a pretty fearsome force -- at least until the French Revolution, and all the shit that happened after that (Napoleon really screwed them over when he tried to invade, well, everywhere). So it's not as if the French would have just rolled over. That's just what Americans think about France considering how easily they were taken over during World War II.
I think this is the first time Katrina has called Darkmoon her "boyfriend" in any official capacity. It's a term that didn't really exist back then, but we'll blame that on Angel (as I blame so much incorrect terminology).

It wasn't just WWII. The French had a series of awful generals, beginning with "Papa" Joffre, who got three million men killed in WWI. That's more casualties than America has suffered in all wars to date and that retard did it in two and a half years. Throw the French surrender in WWII, the betrayal of the Vichy French, and the blistering incompetence of Dien Bien Phu of Vietnam into the mix, and there is plenty of reason to consider the French awful militarily.
