Creating a human servant, by these rules requires a sharing of the vampire's blood. Darkmoon, already being a vampire, cannot be turned into a human servant. Heck, it's arguable about whether he's ever truly under the thrall of a vampire -- the soul has probably made him the equivalent of a Master Vampire (if he wasn't one beforehand).
If anyone else can be made into a thrall it's Angel, but being multi-dimensional and near-immortal, that's unlikely.
