That's Dracula's line. Although Richter did get his line right, so that's at least half the interaction required for a proper boss fight.

Bear in mind that up until now no one had bothered to tell Richter about the Evil Universe, so he'd have no reason to think that the Evil Darkmoon was actually, you know, evil -- far as Richter knew, he was just another Darkmoon.

Which, on the Richter scale (ha), Darkmoon is much more heroic than Richter no matter how we may feel on the matter.
