In RPGs I have had the occasional villain do things just out of spite. Having a villain empty an entire town to act as their mindless playthings is a good way to establish their power and just how evil they are. I haven't ever pulled that trick here before just because I try to keep the tone fairly light through the series, but it is a powerful way for a villain to make a statement.

in Fire Emblem (Rekka No Ken) the true final boss is essentially a spite summon from the big bad through most of the game as he's dying. even with all your characters maxed out, theres at most like four characters that can inflict any damage and possibly survive one or two hits, and one of them is an ubercharacter that joins at the start of that chapter anyway.

These guys are, sadly, the best the world can hope for. These are the adventures of the heroes of CVRPG. They mean well, they try hard, and occasionally they do the impossible...

They actually do something heroic.
