This is my way of limiting Angel's power. If I let him teleport away any time there was danger, it would make him too powerful. What's that? Ships are attacking the boat? Let's get everyone out quickly! Problem solved.
This way he has to stick around no matter what. Also eliminates his ability to time travel which was always pesky anyway. Done and done.
