Angel is not wrong: Darkmoon did regain his bat form one day out of the blue. It's not hard to imagine somehow that he regains the other powers he lost. Except it has been over 800 years (for Darkmoon) and they haven't come back. So the likelihood is they won't.
Angel really has problems remembering what time-space he's in. Of course, linearity isn't the same concept for him as it is for everyone else.
